What is the Assistance to Training Institutions (ATI) Scheme?
Launched by the Ministry of MSME in 1999-2000, the ATI Scheme is designed to strengthen and support training institutions involved in entrepreneurship and skill development across India. You get help for infrastructure upgrades, faculty training, equipment procurement, and research, all tailored to boost MSME-related training and entrepreneurship. The scheme aligns with the Skill India initiative, ensuring every program meets the National Skill Qualification Framework (NSQF) standards.

You get support for NSQF-compliant training programs, with assistance rates as per government norms.
You can receive coverage for revenue deficit if you’re a NI-MSME or state-level EDI.
Financial Assistance Offered Under the ATI Scheme
You can avail financial assistance under the ATI Scheme as follows:
For State-Level EDIs
Up to ₹3 crore per case for infrastructure, equipment, and capability development.
For Training Programmes
Based on the duration and category of the NSQF-compliant training program.
The cost for each training program will be calculated based on the following base rates set by the Ministry of Skill Development and Entrepreneurship.

Note:
The first part of the grant will be given in advance; later installments will depend on how much of the previous funds have been used.
Training of Trainers (ToT) programs will get funding at Rs. 60 per trainee per hour, or as per the NSQF/common norm, whichever is lower.
Funding for other training programs will be decided as needed in each case.
The total assistance will cover overhead costs like motivation camps, space and equipment rental, utilities, stationery, staff costs, and follow-up activities.
Trainees must arrange their own travel and stay. If the training institute provides accommodation, trainees may be charged as per norms.
Support from this scheme can be combined with benefits from other government schemes, but it’s the training institute’s responsibility to avoid double claims for the same expenses.
Eligibility Criteria for ATI Scheme
Eligibility
If you’re considering applying, here’s what you need to qualify:
If you are a training institution under the Ministry of MSME, you can get assistance to create, strengthen, or expand your infrastructure, including opening new branches or centers.
The National Institute for Micro, Small and Medium Enterprises (NI-MSME) can also get support to cover any revenue shortfall.
If you are an existing State-level Entrepreneurship Development Institute (EDI) owned or controlled by a State Government or UT, you can get funding to improve or expand your infrastructure.
State Government-owned training institutes, including District Industries Centers (DICs) in the Eastern and North Eastern regions, are also eligible for help to upgrade their training facilities.
Non-eligibility
You are not eligible for the ATI Scheme if:
You are a private training institution or NGO (for infrastructure and training programme assistance).
Your institution is not recognized or recommended by the State/UT Government.
You do not comply with NSQF standards for training programs.
Your institution is not related to MSME sector training or entrepreneurship development.
Note:
You can use the funds for things like building construction (not land or staff quarters), buying training equipment, office tools, computers, and setting up libraries or databases.
New EDIs are not eligible for financial assistance, but if your proposal for a new EDI was approved earlier, it will still be processed as per old rules.

Detailed project proposal with justification for assistance.
Proof of ownership and control by State Government/UT (for state-level EDIs).

How to Apply for the ATI Scheme?
Step 1: Prepare a detailed project proposal outlining your requirements and objectives.
Step 2: Obtain a recommendation from your State Government or UT (for state-level EDIs).
Step 3: Gather all supporting documents, including financials and previous utilization certificates.
Step 4: Submit your application to the Deputy Secretary/Director (EDI), Ministry of MSME, Udyog Bhawan, New Delhi – 110011.
Step 5: Await review and approval by the Screening Committee/Secretary (MSME).
Step 6: On approval, follow the sanction letter instructions for project execution and reporting.
