The Promotion of MSMEs in NER & Sikkim Scheme is a Central Sector Scheme launched by the Ministry of MSME, first approved on 2nd August 2016. Its main goal is to give a big push to MSME schemes in North East India by providing financial assistance for setting up and modernising Mini Technology Centres, developing new and existing industrial estates, and supporting MSMEs in the tourism sector. The scheme works in close partnership with State Governments and MSME-Development Institutes, ensuring projects are quickly approved and efficiently executed. Note:

Government assistance for building costs is capped at Rs. 1 crore within the total grant. Land costs are not covered.

Eligibility Criteria for MSME Owners

Eligibility

You are eligible if:

  • Your MSME is located in the North Eastern States or Sikkim.
  • You are part of a project for a Mini Technology Centre, industrial estate, or tourism cluster implemented by the State Government or its agencies.
  • Your business is linked to priority sectors like manufacturing, food processing, natural resources, or tourism.
  • You are part of a cluster or group of MSMEs benefiting from common facilities.

Non-eligibility

You are not eligible if:

  • Your business is outside NER or Sikkim.
  • You want funds for land purchase.
  • Your project is not aligned with the scheme’s focus areas.
  • You are an individual MSME not linked to a cluster or common facility project.

Documents Required for Promotion of MSMEs Scheme

  • Detailed Project Report (DPR) from the implementing agency.
  • Proof of MSME registration/Udyam certificate.
  • Relevant State Government approvals and clearances.
  • Geo-tagging details of the project site.
  • Any other documents as specified by the State Implementing Agency.

How to Apply for the Promotion of MSMEs in NER & Sikkim?

Step 1: Contact your State Government’s Department of Industries & Commerce or the designated implementing agency.

Step 2: Work with the agency to prepare a Detailed Project Report (DPR).

Step 3: Make sure your project is geo-tagged and meets all scheme requirements.

Step 4: The State Government submits the proposal to the Ministry of MSME through the local MSME-Development Institute.

Step 5: After approval by the Project Approval and Monitoring Committee (PAMC), funds are released in three installments (50:40:10) to the implementing agency’s project-specific bank account.

Step 6: The implementing agency executes the project and submits utilisation certificates for each installment.
